There are some issues caused by lack of information on codes. For example, we will have difficulties with plates WD-72XXX. According to the ]list,
code 72 belongs to Malaysia, along with codes 723 (Montenegro), 726 (Estonia) and 728 (Latvia). We can distinguish plates 723XX, 726XX and 728XX for those three countries respectively, but which remained plates of 72XXX should be considered as belonging to Malaysia? Maybe, some other country codes such as 724, 725, 727 and 729 can exist.
