Yes, the lowest on PM, but not the lowest still in circulation. There is an entire article about the St. 33 Plate, which is so old that there are no records of it in any governmental database. That's why it is possible for it to be transferred between vehicles and even owners. The original owner has died and it now belongs to his son.
Furthermore, the following plates have also been spotted:
St. 31 on a trailer in 12/2024.
O. 23 on a Mercedes, also recent.
