Don't mislead him.
If he spotted VIC plates in Victoria state then there is no need to specify the location.
It is mandatory to specify the location only when the plate is spotted in another state (region).

In this case, I do agree that it's better to add a location for each photo, but probably only a city/town or POI is needed if it was spotted in Victoria. For example, "Melbourne", "Frankston", "Flinders Street" etc.
As for plates that were spotted somewhere outside of Victoria, something like "Sydney, NSW" or "Perth, WA" is enough for the description's location.
Of course it's not required, but it's a good habit to get into, and also keeps the state gallery looking nicer   !;)

I agree with you one hundred percent. I also specify the location in some photos that don't need to be signed from the point of view of the rules. But this new guy, he's a beginner and it's better for him to explain the nuances from the point of view of the rules.

Absolutely. Of course, the rules are the main basis for uploading anything, including for descriptions. I think the descriptions are mostly for personal preference, but from my POV - it's better to introduce the new guys to these concepts from the beginning, so they can quickly develop the right skills for posting photos on the site. MoMo00 is already uploading some better photos after only a day here, which is great news for our Australian gallery  =)
