Interesting spot!
Although C **** TB was issued to governmental trucks between 1986-1992 in fact, hence the separated dashes for the region code, the plate itself and the serie, as after the mentioned period the separation for state and private vehicles was lifted.

Доречі, не знаєш що за чорні з двома буквами і 4 цифрами

Apologise me for not speaking Ukrainian, but these black plates were used from around the 1950's way up to 1986 for issuing years. Рз = Razgrad by the way if someone is wondering for the region, so it can be uploaded in the forum topic:

АА **** А то же 1986-1992, як і цей ЗІЛ. Але дійсно, трохи не пощастило з серією. Більш пізні були з двома буквами в кінці
