It is often hard to tell if a plate is transferred. Cars are generally older, and in some cases special plates (such as 8888) have been known to be issued years after the regular series.

A "custom" plate (i.e. A 1122 HT, A 2772 HT) costs 200 leva to transfer
A plate with identical numbers (i.e. A 7777 HT) costs 300 leva to transfer
And an individual plate (i.e. A HOMEP1) costs 1000 leva to transfer

Just another way for the government to milk more money from us.
But hey, it is still much cheaper than getting new such plates. A plate with identical numbers costs 1500 leva and an individual plate is 7000 leva.
