Owner is a Kuwaiti but regardless, it was in the UK. Not sure what actually happened (do illegally parked cars get clamped and towed in London for example?).

Update; It was recovered apparently, the front plates were taken off.

Depends on the borough and how severe the contravention is. If you park on single or double reds, you are almost guaranteed to get towed.
