Don't understand why does a rental car have extras. Probably it has better users than the city car sharers.

Do not be confused, it is not because of the convenience or comfort of targeted end-users of the rental cars. It is rather because putting certain extras into the cars when configuring, shall generate higher profits for the dealer and the importer, and the buyers / purchasers of the rent-a-car companies are willing to cooperate in these conserted actions, especially if they get generous discounts at the end.
