In Switzerland, the "AutoIndex" is public, which means that anyone can access the details of a number plate holder if they have not blocked them (in some cantons, access to the information is subject to a charge, in Solothurn it's 1 franc I believe)

Yes, that's right. I can just SMS 939 + the plate number and if the information was not blocked by the plate owner you will see the name and the adress. Costs 1 CHF.
