No, it's just a number. The other car you can drive with the same could for example have the reg WND S 346 8.
The W is not part of the reg, it's just in place of where the TÜV Sticker on a regular plate would be to signify its a Transferable plate.

Yes the transferable plate is exactly as big as a standard plate. According to official regulations the maximum width for a german single-row licence plate is 520mm (but it might be smaller if necessary). The small permanent part of a transferable plate is always 60mm wide. Hence the bigger transferable part of the plate can be up to 460mm wide.
Transferable plates are also available as two-row plates or small motocycle plates, so they should fit on any car or motorcycle.
