Can it be sold privately in Germany?

Yes! Although it will have to be homologated. And for a car this age, I doubt anyone would be interested to do it. It might be sold to another service member still stationed there but the RHD factor might be a hassle to have it as a daily car :/

Unfortunately, members of the military have to follow the same rules as civilians regarding the 25 year import rule. Quite an absurd rule in my humble opinion but US policies wouldn't be what they are without their 'complications' !  :D
