The german federal police offers a program for talented athlets which allowes them to do their sport while simultaneously working as police officers. Since the World Rowing Cup 2022 took place in Poznań during the time when this picture was taken this car most likely belongs to their rowing team. The car in the back confirms this.

Now that reminds me. The Coast Guard Police of Samsun are barely going-by there. As my living place's D100 Highway road goes all the way to the Samsun, Ordu, Trabzon, Rize and Artvin. Even one of Coast Guard Police Vehicle of Samsun can get inside to Çerkeş/Çankırı too. I saw one on last year's December. It'll be available on this website sooner.
