Great spot!  :bravo: Just one thing, IB doesn't mean Ibiza, it means Illes Balears (Balearic Islands in catalan).

Actually PM and IB are the same. All provinces with the exception of Navarre and both of the Canarian provinces used the capital city letters as plate code. In 1997, Balearic Islands changed from PM (Palma de Mallorca) to IB, because the other islands felt unrepresented with the code PM. But they didn't change the numeration, so if the last PM plate was the PM 2097 CF (just as an example, I don't know which one was the last one) the first IB was the IB 2098 CF
