I think provisional plates are paper and are often attached to the windshield. For some reason, the owner has not removed the normal plate.

OK, I understand! Is this maybe the same as we in Norway call "prøveskilt"? Temporary plates for testing or moving the vehicle.

Actually, there are separate license plates for testing, which are only installed during the test drive.
These license plates are for cars that don't drive much, they just "move" These can also be seen in new cars at car dealerships.
