The regular one is not valid, probably car is temporarily removed from traffic or inspection is not valid, so there is the temporary one. sometimes it's for like month, sometimes just one day, only to drive it to storage.

OK, much the same as in Norway, but I think we have rules saying the ordinary plate must be covered either by the temporary plate (which often is a sticker) or just be taken off. Temporary plates here is valid for either moving or testing the vehicle in a special area stated on the registration document.

About temporary plates from the Norwegian Public Roads Administration:

You may use temporary number plates when:

- test driving, for example in connection with buying or selling the vehicle
- moving the vehicle from one place to another
- testing a vehicle in connection with repairs or similar
- driving in connection with customs clearance, approval and registration
Temporary number plates can only be used on vehicles that do not have other number plates and have been deregistered in the register of motor vehicles. It is your responsibility as the driver to ensure that the vehicle is in proper condition and safe to use. Temporary number plates can also be used in Sweden, Denmark and Finland.

You can order temporary number plates on Your Page, also for vehicles you do not own yourself. If it is more than 10 business days before you plan to use them, you can have the plates sent to you by post. If you are planning to use the temporary number plates before ten business days have gone by, you need to pick them up at a Driver and Vehicle Licensing Office (trafikkstasjon).

To avoid waiting time at the Driver and Vehicle Licensing Office, book an appointment for picking up the plates.

Temporary number plates cost NOK 380 per day, and you must be at least 16 years old to buy them. Temporary number plates are made of adhesive foil that you attach to the car where the regular number plates ordinarily would have been. You throw them away after use. Together with the temporary number plates you will be provided with a temporary permit which must be carried in the vehicle and presented for inspection if required. You cannot use temporary number plates for activities such as rally driving, all forms of car racing, driving practice, graduation party events (“russ” events) or on caravans during ordinary weekend use.

Nor can you use temporary number plates for the transport of people and goods, unless the Driver and Vehicle Licensing Office has permitted such transport and this is specified in the temporary permit. When an unregistered motor vehicle is towed and the towing requires a person to sit in the driver's seat, the vehicle must be equipped with temporary number plates.

The main rule is that you may buy temporary number plates for 24 hours. You decide for yourself when you want the validity of your temporary number plates to begin, and the plates may be ordered up to 60 days before you are going to use them. To avoid waiting time at the Driver and Vehicle Licensing Office, book an appointment if you are going to order temporary number plates for

- several consecutive days
- a vehicle that has not previously been registered in Norway

If you are buying temporary number plates at a Driver and Vehicle Licensing Office, you need to bring valid proof of identity. To avoid waiting time at the Driver and Vehicle Licensing Office, book an appointment.

You must provide the following information:
- Norwegian national ID number / organisation number
- registration number
- VIN or chassis number (if you do not have number plates)
- purpose
- planned route
- duration

You do not need liability insurance when you drive with temporary number plates, because the insurance is covered by the Norwegian Public Roads Administration.
