Why the "License plate without vehicle" notation ? This registration number is issued to a Volkswagen Touran 5T 1.6 TDi 115 from 2017 which matches the car of the picture

Because the plate is on the floor and the Touran has Ukrainian plates, as told by frazer5800. Haven't you thought about those details?

Well, no problem; and also, there is also a detail I wasn't aware of: when a vehicle is registered in another country (in this case, Ukraine), normally it gets deregistered from the country of origin (in this case, France). That, on one hand. On the other hand, you were right: why License plate without vehicle if the French plate was issued to a 2017 Volkswagen Touran 5T 1.6 TDi 115, which matches the car in the picture? But in the picture, the FR plate was on the floor, in the process of being changed by the UA plate, and that's why frazer noted this as License plate without vehicle.

It makes little sense to me, this registration will be theoretically assigned to this car forever and reactivated if the car is imported back. If we'd have to put "license plate without vehicle" on anything re-registered, we should for example put it on all expired WW and FNI plates like these ones:
