No, it's not a special plate. Leading zeros in FNI plates are not allowed.
Before November 1976, short plates with serial digits from 1 to 10, known as "hypo-onzes" were also issued. Their issue was abolished by so-called "Poniatowski's circular letter" (order, issued by Michel Poniatowski, a French Minister of the Interior).
