Can anyone explain how it happened that with the same platesnumber system, but a 15 year difference in starts, France caught up with Italy in count of letter combinations?

35 millions vehicles licensed in the FNI system received new SIV plates since 2009 that's how it caught up quickly.

Actually that's easy
Because there are more people who live in France so there are logically more cars, there are more solds of new cars and also all cars registered before 2009(FNI) are getting new license plates of SIV type in case of going to a new owner, if they had their FNI plate ( which are not actual type of plates so they have to change those plates).
At the same time Italian cars can't change their registration since 1994(the issue of the latest type of plates)
