Here are the details for the SIV licenses 10 to 80 millions:

AV-010-ZB : 29/06/2010 at 18 h 29 - Renault Clio Campus Évolution 3-doors 1.2i 60 hp GPL white, new.
BQ-020-YC : 01/07/2011 at 14 h 02 - Volkswagen Golf 1 1.1i 50 hp dark blue from november 1982.
CL-030-XD : 17/10/2012 at 8 h 50 - Ford Ranger Super crew Cab 2.2 TDCI 150 hp 4x4 pick-up light grey, new.
DG-040-WE : 19/06/2014 at 18 h 15 - Renault Zoé white, new.
EC-050-VF : 06/06/2016 at 12 h 18 - Peugeot 106 facelift 1.4i 75 hp light grey from december 2000.
EY-060-TG : 02/07/2018 at 10 h 36 - DAF XF 480 FT white, new.
FT-070-SG : 27/10/2020 at 15 h 24 - Land Rover Discovery Sport D150 MHEV dark grey, new.

35 millions vehicles licensed in the FNI system received new SIV plates since 2009 that's how it caught up quickly.   !;)

Actually that's easy  :D
Because there are more people who live in France so there are logically more cars, there are more solds of new cars and also all cars registered before 2009(FNI) are getting new license plates of SIV type in case of going to a new owner, if they had their FNI plate ( which are not actual type of plates so they have to change those plates).
At the same time Italian cars can't change their registration since 1994(the issue of the latest type of plates)
