Definitely a non-original (and therefore illegal) plate. Maybe the owner wanted to hide they were from France, I don't know. They also decided to choose no department code, which is legal but rare

I looked at the plate strangely because the front has a french plate and i have spotted it also back in 2019. Strange behaviour from the owner

Weird behaviour indeed. Looks like the font is the same as the one used for Albanian plates (not illegal as far as I know)

Peut être que la plaque a été refaite suite à détérioration alors que l'auto et son propriétaire n'étaient pas en France

Peut-être mais aucun pays n'émet de plaques avec une eurobande estampillée "EU"

The font of that plate is FE-Schrift (german font), Albania uses a completely different font
