Super ! I've spotted a FNI plate from Guadeloupe in Font Romeu (66) last year : 137 ASH 971.

Yes Bara Kuda, I've seen your picture in Font Romeu! 
It is a fun coincidence that those two DOM were spotted so close from each other in such random place of Pyrenées.
I spoke to the owner of this Picasso which confirmed that the car was originally from there and shipped up here.
