Vast majority of them, but not completely - except IA, which is reserved for international transport trucks nationwide, II is reserved to Ioannina for future use, IN is the code for Ioannina and IX is a code allocated to Series (motorcycles).

Yes, when I was in Athens last October, I`ve noticed a lot of XE* series there.
