License plate of Greece, Tax-exempt vehicles

M3 (motorway), from a bridge near Basingstoke/Hook, Hampshire, UK

One of my best spots of this month, and one that I will be ending this year off with. Although this may not be the last plate I've photographed this year, I just want to save it till' last. Although the time zones may be staged differently on Platesmania, I would like to wish you all a Happy New Year and a bright 2025!

Does anyone know how these plates actually work?

The name quite obviously suggests tax-free plates, but who are they issued to and why?

Disabled people and non-Greek citizens residing in Greece that come from an EU-member country, I mean idk why they issue tax-free vehicle to those specific groups of people.

Also up until recently individuals who had more than three kids could get those plates as a form of subsidy
