Maybe, the rarest actual code? For me, the rarest code is discontinued PS (former Podravska Slatina), changed by SL.

Delnice lies in the mountainous Gorski Kotar region and is a town with only 6000 inhabitants. Together with some surrounding villages there are less than 20'000 inhabitants in the region that uses DE licence plate code.
