Why plate is not green?

Видел ещё такой бусик для туристов, с АА-FH. Остальные с красными номерами. Как видно на учёте в данных этого ТС, оно является тихоходным ТС (категория), поэтому зелёный номер к нему может присваиваться. До июля текущего года оно бы получило красные номера вместо зелёного.

It is possible that there are further options, but there are two I know of:

- whoever imported the car, wanted to get a license plate as quickly as possible - getting the green plate requires some extra steps, therefore time

-the car's manufacturer has not yet issued a certificate, that certifies the car's range, technical specifications, etc. This is required to the process, and as far as I know, this specification must comply with EU / local regulations, so the manufacturer actually has to put effort into the making of it.
