As I understood through the translator, the 2008 format will not be forcibly replaced. The issue will be made only upon new registration, change of ownership, loss of the plate and some kind of annual re-registration. Judging by the photo from the article, in the left plate's corner, unlike in Kurdistan, there will be three letters vertically. @Juterman, if we can change this part of plates when uploading 2022 year standard for regions other than 21-24. And I also wonder what region is in the photo? There is no region 28 in the current registration.

Only two codes changed (for Najaf and Wasit governorates: 28 instead of 30, and 29 instead of 31, respectively). All remaining codes kept unchanged, names of governorates are corresponded.
