In my native city of Vladimir, registration department of the SIRTS (State Inspection for Road Traffic Safety) now issues plates after six years of storage, with the second letter M (Y...MY33). Before this, X...MO33 and O...MO33 plates were issued. Other registration departments of the Vladimir Oblast issue recently manufactured plates with the second letter P (M...PE33, M...PK33, M...PM33, M...PP33).

Interesting! Now Novara PRA can not issue plates anymore. Verbania PRA in Domodossola has got a big sequence of BV plate: BV 000>249 YH. At the moment join BV 134 YH! Most of license plates in Russia are issued by SIRTS (except of plates for work and agricultural machines, issued by State Technical Inspection). Vladimir Oblast has 18 departments of the SIRTS, located in every of 16 district centers, and also in the cities of Vladimir and Raduzhny (a small closed city).
