I thought this was Italian at first as well, but neither Platesmania/Avtonomer or Wikipedia's page on Italian plates seem to recognize "ZB" as a real prefix for Italian plates.

The Italian ZA series has been completely issued and the ZB series is now in use. You can se the current attributions on the targheitaliane website

ZB is not a prefix at all. This is definitely an Italian two-row plate that can be uploaded with the hashtag #1927StylePlate.
