It is illegal, they should report the plate missing to the authorities and then get a new plate, but they probably don't do it because it's kinda expensive (around 150€)
Not a great idea, if police stop that van for a check and they notice that plate, the owner risks a fine for fake license plate that is much higher than 150 €, it's between 1988€ and 7943€. I have photos of a Mercedes 190 with both plates (white 1927 type plates of Milan) made in this manner (and they were made even worse than this), I haven't published it yet
