Yeah.. I've never seen any police plate that is higher than 020 anywhere in the country, except Podgorica.
Well, in a way, they did something similar several years ago. Now all police cars in the country are registered in PG while vehicles of the old fleet (those which are still alive) kept their original plates with the registration area in which they are used.

I see. The ideal format would have been P followed by four digits with no regional coding.
