Of course! You use the following:
<a href="your full url here " target="_blank" rel="nofollow">your full text here</a>
Often I can do only do this through an edit, instead of actual upload...

If you just put a link on the upload, it'll generate that template I showed and by editing your post you can change the text for the link.

I open the item and copy the url of the top of the browser...
But you can also on the gallery right-click on a picture and copy the url there.

This method doesn't work for adding comments, only in descriptions.
It happened to me a few times that when doing this at the time of the upload, you wouldn't make a link, but then I just go and edit the post with it and it works fine.
