Cool spot! So weird to see this kind of plate on a car like a Renault Safrane. GV-Plates are used for 'GrensVerkeer', meaning 'Boarder Traffic'. They are only used on vehicles that don't need LPs in The Netherlands, but do need one when driving abroad (like tractors for example). This car is probably converted into a 25 or 45km vehicle, meaning you don't need an LP and/or a drivers license to drive with it. (a 16-year-old person is allowed to drive with this car)
So this car is allowed to go abroad, but it is also allowed for someone with the age of 16 to drive in it. If the same person would also be allowed to drive with this car abroad (like in Germany or Belgium), that would be very weird...
