I think it's owned by a housing cooperative for use for various basic maintaining of the building(s). Tasks such as painting, cutting grass, repairing things on the property. It's pretty common to have cheap old vans for this, because they don't get driven a lot. Mine has a late 90's Toyota HiAce.  :)

Thank you for the reply, this is a nice tradition for your housing cooperatives to save such vehicles! I guess it was also repainted, unikely this is the original color, right? And this one looks fine, I mean seems like it is in a good condition, which is uncommon for my region  :)
And our housing cooperatives used to use local modern trashy utility vehicles which come to bad condition too fast  :(

It isn't much of a tradition, mostly just because old vans are cheap.
 :D It's probably a repaint indeed. Looks like it previously had more seats, but had them removed since it's a Caravelle with curtains.
In much of Norway, old cars are in good condition due to technical inspections requiring them to be. However in Oslo I saw and heard many cars in very bad condition, even relatively new cars (2003 and newer). I thinks this is because Oslo uses lots of road salt that tears up the cars and has the highest poverty in the country.

Sounds reasonable.
Anyways, this is really cute spot, I think I have seen only one or two such an old Caravelles, and all of them were in a quite poor condition, unfortunately.

Golf and Passat, not vans, actually.
VW vans that popular here are modern Transporter, Caravelle and Multivan (T5 and higher).
When it comes to old vans people used to prefer Japan cars here: Toyota Alphard, Mitsubishi Delica, probably due to their incredible survivability  :)

Makes sense.
The Japanese ones are popular here too. The Toyota HiAce was the best selling van for decades and accounts for about 30% of all vans registered until it was cancelled in the European market in 2012. Extremely reliable van, but had a serious lack of rust proofing which killed many of them way before their motors died.
