It looks like it was taken on a smartphone. Why don't you check in the photo's details in the phone's gallery, it might have a geotag with the location.

Didn't think of that, it seems to have kept it's geotag on platesmania, shows up as being near Wyre Piddle.

Now that you mention it it probably was. My parents sometimes go to Evesham and take photos of the foreign cars they see.
