As the jedynka.polskieradio.pl says:
"The obligation to place special green stickers on the car windows came into force on May 4, 2022. Failure to do so will result in a fine of 500 zlotys. Green stickers should be placed on the windshields of cars that meet the relevant emission standards."

Exactly. Many cars from West Pomerania and western Poland in Berlin are owned by workers who work in Berlin itself, as it's usually where most of the work is locally. They don't have to travel too far. Because of this, Polish workers will get the stickers so they're following the law.
