In Romania, the car plates often follow the owner, and not the vehicle, so if the owner decides to buy another car, the plate can be transferred from the old car to the new one. That is also the reason that I saw a plate with flag (issued before the entrance of Romania in the EU in 2007) on a Dacia Logan MCV from 2013 last year in Brăila, Romania.

But during the transfer do you get new license plates with the same combination or do you put the old ones on the new car? What baffles me is how there is two sets of license plates on these two cars.

Yes, really that is, i have such examples in the gallery.
In this case strange is, why the old plate from the VW was not give? Probably the owner know that.
