New font 2023, letters is black (no blue).
Looks to be blue to me zooming in on the photo.

There's a sticker on the vehicle. New plates from 2023 are white with black lettering, except for electric plates which have green lettering. From 2023 the plates are no longer distinguished by colour, the historic plates are also white with black lettering, until 2022 they were yellow with red lettering.

Yes, all 2023 format markers are white with black lettering, only the electric ones have green lettering and the first letters EL/EV.
