Seems it's an advertising car for a Thai restaurant, there is an "Original Thai Cuisine" sticker on front screen. Guess they brought from Thai to Belgium.

My guess is that it's an ordinary EU-spec Corolla made to look like a typical Thai taxi, seeing that Thailand is a LHD country.
