Nice spot, but... I also agree that this plate probably isn't real, considering that this is the first plate from Ordu that is a 3-letter 2-digit standard and it is impossible to get one because they never started issuing plates in the 3-letter 2-digit standard and currently everywhere in Turkey the plates are being issued in the 3-letter 3-digit standard... I am not sure if I am clear enough but, you get the point. This is most likely a souvenir plate, maybe a the owner is a Turkish person from Ordu that is living in Japan.
