As far as I know, the owner of this car is Evgeny Chichvarkin (ex-Russian entrepreneur, co-founder of Евросеть) - so, this plate is not just a coincidence 
P. S. Более того, согласно британской базе, где-то на территории страны обитает номер P1 DOR на Range Rover Evoque (думаю, понятно как можно прочесть при желании) - я думаю, его тоже заказал кто-то из русскоязычных эмигрантов
