I presume you mean the incorrect plate spacing? If so, it's literally for vanity more than anything, usually spaced to say words or names  :D From county to county it's also tolerated by some police forces, even though it's still illegal to tamper with the spacing of plates.

Probably the owner's name, or where he's from (the island of Saba in the Caribbean). Personally I wouldn't mind a plate that says 1 5AAB for my SAAB  :D
