More likely coming from the National Railway Museum, as the museum is located just beyond the road tunnel behind this, which goes underneath the railway station. I always enjoy visiting the museum though, it has one of the only Japanese Bullet Trains (Shinkansen) located outside of Japan, which you can walk through too
