العراق ("al-'iraq" = Iraq) in a kind of calligraphic writing without the superscript dots on the q.
Technically, it could mean "soothsayer, clairvoyant" due to the ambiguity of the letters ق/ف when you leave out the superscript dots, but I am 100% certain that's not what's meant.

You're very right, I wasn't sure if they used the superscript dots on the Qaf, but no, they don't.
