It's not so much that the shops are not law-abiding, rather it's the drivers. The shops sell these plates without the "BSAU" code (the little writing in the bottom right), so they are as good as souvenirs or for decorative purposes, but the drivers decide to drive with them.
The fact is that you can get away with these plates abroad pretty easily, though I've heard police in western Europe do check if the plate is "real" or not.
