How do you know this is US Spec?
1- AE plates. Rota Naval Base is literally 100 metres away so the area is full of US servicememebers.
2 - It's LHD and it has the proximity label warning on the right mirror.
3 - Look closely on the plate, you can see the four square hooks, typical of US plates (same at the front):
