It is interesting, I have also spotted this one on 28th of August: http://platesmania.com/uk/nomer20366
If the plate is only avaialble from 1st of Sep, how is it possible that they are already regsitered a couple of days before? :ups:

Did you spot it at a dealership/garage of some sorts? If so, then that would be quite normal, as cars are shipped and registered from the new-car dealerships as early as late-July, ready to be sold as 65's on the day when the 65-plates were legally allowed on the roads of the UK.

Yes, at a dealership. Now it is clear, I understand. So practically you cannot ride a car on the road with 65 plate before 1st September, but they can be registered and plates can be issued earlier.

That is correct, and does happen. There are plate auctions in July - August which sell 65-reg variant personalised registration plates for people to assign to brand new 65-reg cars. In 2011, with the 11-reg coming out, more people bought these personalised 11-reg plates, as the use of 11 can be interpreted as 'LL', or 'll' in lower case, which made for some interesting plates, some which were banned too including BA11 BAG (for obvious reason). :)
