or is it a violation?

You’d be surprise how many people chance it here 2019 and 2018 stickers are still on the road and law enforcement doesn’t pay much attention to that kind of stuff here anyway

Not for general issue anyway....
If you got a vanity plate on that base you can keep the plate and some people will do that, so there are still out there. I know of a Grand Cherokee that still had a Stars Fell on Vanity in 2019 unfortunately they got new regular plates. and special issues you can keep for a long time like I know someone who had the same plate as they did in 2004 so it has stickers from 2004-2019 (old support the arts plate)
However THIS person I think what happened is that the left it sitting for a while then decided to use it and has not made it down to the probate judge
So it might sometime soon get new plates in the 17BA series

Well people are more brave in México
It is not a very complicated theme but it is quite extensive..
the corrupt TRANSITO officers here, they are always paying attention to especially old national cars! i say with Mexican license plates only.
if has old license plates but have the registration stickers paid until the current year) there's no problem but if has old plates and no payed stickers is a violation paid with around 1000 to 2000 Mexican pesos if the transit patrol catch you
or in bad cases depending... your car is confiscated
the traffic laws here in Mexico are ridiculously strict
and corrupt.
but an example if the plates expired in 2015 and you never paid those 5 years and it is already 2020
you can avoid paying those 5 years.. how?
paying a small amount for the new current plates!
and you will see many old cars with new plates
because this way people save the money that never paided..,
it is a shame that Mexico does not follow the example of using stickers on plates and forces state governments to do the damn renewal of plates every 3 year, and Mexico has made pretty plates designs in previous years according to their states, but they are making actually more boring and ugly how as i say you previusly...
almost all the plates look the same sometimes I can't differentiate one from each other and if we add to that the fcking big plate holders added by agencies for new cars oh men! :/ I personally hate it
Sorry I always get off the theme haha =)

And I know too brave people who drive their cars without paying for YEARS and old license plates
Recently i saw an 80's Rusty Chevrolet C-K from a very sloppy man with 2001 Edomex license plates and no stickers and the man didn't care he kept driving his truck happy
And my neighbor drives a Lincoln Navigator with expired license plates too

and so many like them throughout the country
And for american cars with USA plates in México exist the
(SAT) specially transit for American cars here in MX
but that's is a other bulltshit different story

I loved that they changed designs often, although some states like Baja California and Jalisco have gone way beyond 3 years !! Are they still doing this 3 year renewal even with the revised boring standardized designs with communistic NO DRAW ZONES ?

Yes many do look similar now with these new rules and regulations for design...
