gregolux86 South American Cars Diplomat should get Diplomatic Plate Not always! If it’s a non-diplomatic staff they can get regular plates. It could also be military staff from NATO in the US.

Because they are in NATO/Military overseas and have brought their cars with them. Much like the US military do in Europe.
If you check the forum here you can find a thread full of Euro spec cars registered in the US. Most of them are by manufacturers for testing in different climates etc but there are some personal ones.
