It's just that a company that brings cars from USA brings a batch of plates from there and hangs them on cars to drive on the roads until the car receives UA plates (majority license plates even have stickers)

Yeah thats pretty cool they give them those plates, those SD plates are old since South Dakota replaced all of them with the new design in 2016
