In the US anywhere you can order a new plate with new numbers and most of the time if you sell the car to someone they put their old plates on it or get new ones

Yes, I used to live in NC and you usually transfer your plate. Some states will not allow transfer and simply issue a new plate every time a vehicle is newly registered.

Yeah, I see a lot of these "old series" plates on newer cars. There are only a few states I know of where the plate belongs to the car and not the owner (like California).
