But there's no background image in this photo, it is just plain white, and the photo isn't overexposed so I'm not sure what's going on here

It's not visible due to the sun, and that background image is so light that there's really no point to even having it on the plate lol

It's actually difficult enough to see the background in a perfect point blank photo of the plate shot indoors lol

I actually don't like this plate, the design is very weird, like somebody was high thinking it up, hard to see, and overall a very boring looking design in general. And Nebraska used to have Stunning Plate designs, I guess they're more in favor of the plain/boring look, that seems to be the fashion of the state since the last design in 17 lol

I think they're also tweaking the custom font of the numbers as well, it seems to be the one that Kentucky uses only maybe a little bit fatter....
