Cool plates, although in this case the plates are very old and no longer registered to any car. Likely the car is unregistered and uninsured and plates are on there just so they don't look completely out of place running around with no plates at all

Oh yeah makes sense then, that plate wasn’t coming up with anything on the registration databases.

Also I’m sure you’re right about the no insurance, this is what his windshield looked like…

I've only ever seen one in person, and it was on an abandoned red Cadillac CTS. Unfortunately it got towed away before I could spot it
